The Hornby Quadrant development is one of Christchurch's significant industrial growth areas, creating new commercial land and infrastructure to support future business investment. Tasman Civil was engaged as a key delivery partner, constructing major wastewater pressure sewer and stormwater reticulation networks across two stages of the development.
Although built within a greenfield environment, the project demanded careful coordination with neighbouring businesses, multiple contractors and Christchurch City Council's live network. Large-scale underground infrastructure needed to be delivered efficiently while maintaining programme certainty and meeting the exacting standards required for eventual council vesting.

The project wasn't simply about installing new pipelines—it was about delivering reliable services that would enable businesses to establish, invest and grow. Maintaining quality throughout construction, planning live network connections carefully and working collaboratively across a large multidisciplinary team were all essential to achieving that outcome. Early planning also helped mitigate material lead times, programme risk and stakeholder impacts before they became issues during construction.

Working alongside Higgins as a key civil delivery partner, Tasman Civil self-performed the complete pressure sewer reticulation package together with substantial stormwater infrastructure. The works included more than 3.4 kilometres of polyethylene pressure sewer, over 1.9 kilometres of stormwater pipelines, large-diameter reinforced concrete pipe installation, manholes, sumps, live cut-ins, testing, commissioning and final reinstatement. Throughout the project, the team worked directly with Christchurch City Council engineers to plan shutdowns, over-pumping methodologies and commissioning activities well in advance of construction.
Quality assurance remained central to every stage of delivery. Rigorous inspection and testing procedures governed pipeline installation, polyethylene welding, temporary works, backfill compaction and commissioning, while proactive environmental controls managed groundwater, erosion, sediment and dust across the expanding construction site. Regular programme reviews and collaborative risk management meetings ensured emerging issues were identified early and resolved quickly without compromising delivery.
Just as importantly, Tasman Civil recognised that successful delivery relied on strong relationships. By maintaining open communication with Higgins, Christchurch City Council, neighbouring businesses and utility providers, the team helped coordinate complex construction activities while minimising disruption and maintaining momentum across the wider development.

The completed reticulation network now provides the essential underground infrastructure supporting the continued development of the Hornby Quadrant Business Park, creating reliable wastewater and stormwater services for future commercial growth.
Delivered safely, collaboratively and to Christchurch City Council's exacting standards, the project demonstrates Tasman Civil's capability to deliver complex reticulation infrastructure at scale. More than simply installing underground services, the team helped create the foundation on which a new commercial precinct will continue to grow for years to come.
