The St Vincent Street Box Culvert Connection formed a critical link within Nelson's wider Washington Valley stormwater upgrade, connecting new large-diameter infrastructure into the existing network while working within one of the city's busiest commercial precincts.
The site presented significant engineering challenges from the outset. Deep excavations were required immediately beside commercial buildings, groundwater needed continuous management, existing underground services required relocation, and a large precast box culvert had to be installed using heavy crane lifts within an extremely constrained work area. Every stage demanded careful planning to protect surrounding structures while maintaining programme certainty.
The project presented far more than a conventional pipeline installation. The proposed alignment crossed an operational school, a former landfill site, busy public roads, recreational facilities and existing underground services. The original construction methodology also relied on long directional drill installations, introducing significant technical, financial and programme risk before construction had even begun.

Success extended well beyond the construction site.
Major retailers, commercial businesses and property owners relied on continued access throughout the works, while vibration, noise and ground movement all had the potential to affect neighbouring buildings. Maintaining stakeholder confidence, protecting surrounding assets and ensuring the safety of workers and the public were every bit as important as delivering the new stormwater connection itself.

Following successful Early Contractor Involvement (ECI), Tasman Civil worked collaboratively with Nelson City Council to refine construction methodologies, manage project risks and establish realistic programme and cost expectations before physical works commenced. That early collaboration created a strong platform for delivery and enabled the team to respond confidently as construction progressed.
The technical delivery required temporary sheet piling, deep excavations, groundwater management, precision installation of large-diameter reinforced concrete pipework and the lifting of precast concrete panels weighing up to 18.8 tonnes. Detailed lift planning, structural monitoring, vibration management and independent surveying ensured neighbouring buildings remained protected throughout construction, with no measurable movement recorded.
Throughout the project, Tasman Civil maintained open communication with surrounding businesses and stakeholders, adapting traffic management and site access arrangements to minimise disruption. Careful planning, disciplined execution and collaborative decision-making enabled complex engineering works to be delivered safely within a busy commercial environment.

The completed box culvert connection provides an essential component of Nelson's upgraded stormwater network, strengthening flood resilience while supporting the long-term performance of the wider Washington Valley infrastructure programme.
Delivered with zero Lost Time Injuries, no public complaints and no damage to adjacent structures, the project demonstrated Tasman Civil's ability to successfully manage technically demanding infrastructure where precision engineering, stakeholder confidence and collaborative delivery are equally critical to success. It stands as an excellent example of how careful planning and practical thinking can remove uncertainty from even the most complex construction environments.
