As Rangiora continues to grow, so too does the need for stormwater infrastructure capable of managing increasingly intense rainfall events. The Pentecost Road Stormwater Management Area was designed to strengthen the area's flood resilience through a combination of new large-diameter stormwater pipelines and a purpose-built swale detention basin.
While constructed within a greenfield environment, the project demanded careful coordination alongside a busy road corridor, neighbouring residential properties and a nearby primary school. Large concrete pipelines, oversized manholes and significant earthworks all needed to be delivered safely while protecting the surrounding environment and maintaining access to essential community infrastructure.
The project presented far more than a conventional pipeline installation. The proposed alignment crossed an operational school, a former landfill site, busy public roads, recreational facilities and existing underground services. The original construction methodology also relied on long directional drill installations, introducing significant technical, financial and programme risk before construction had even begun.

Stormwater projects are ultimately about protecting communities before severe weather arrives.
Every element of the project needed to work together to safely capture, convey and temporarily store stormwater, reducing pressure on the wider network during heavy rainfall events. Achieving that outcome required not only high-quality construction, but also careful environmental management, stakeholder communication and thoughtful programme planning throughout delivery.

As Main Contractor, Tasman Civil delivered the complete stormwater infrastructure package, including more than 440 metres of large-diameter reinforced concrete pipeline, seven precast manholes up to three metres in diameter, and the construction of the swale detention basin that forms the centrepiece of the stormwater management system. Deep excavations, groundwater management and engineered temporary works were carefully planned to ensure safe and efficient construction throughout the project.
Environmental performance remained a constant priority. Working closely with Waimakariri District Council and Environment Canterbury, the team implemented comprehensive erosion and sediment controls, groundwater management systems and progressive stabilisation measures that protected surrounding waterways and neighbouring properties throughout construction.
Strong communication underpinned the entire project. Residents, the nearby school and utility providers were kept informed as works progressed, while regular programme reviews and collaborative risk management ensured emerging issues were identified early and resolved before impacting delivery.

The completed Stormwater Management Area now provides Rangiora with significantly improved stormwater capacity, helping reduce flood risk while supporting future residential growth.
Delivered safely, collaboratively and to Waimakariri District Council's standards, the project demonstrates Tasman Civil's capability to successfully manage complex stormwater infrastructure from concept through to completion. More importantly, it reflects the company's belief that great infrastructure isn't just built for today—it quietly protects communities for decades to come.
