As Kāinga Ora upgraded a number of homes in Motueka from private bore water to the Tasman District Council reticulated water network, the existing public infrastructure also required upgrading to support the increased demand.
Rather than simply constructing to an existing design, the project required the scope to be collaboratively developed with Kāinga Ora, Tasman District Council and Downer before construction began. At the same time, work needed to be delivered through an established residential neighbourhood while maintaining access, protecting existing underground services and working respectfully alongside residents whose homes remained occupied throughout the project.

For residents, this project meant gaining access to a reliable public drinking water supply. For Kāinga Ora, it meant delivering better long-term outcomes for its housing portfolio. Success depended not only on constructing a quality asset, but also on working collaboratively with multiple organisations and communicating openly with residents whose daily lives were directly affected by the works.

Tasman Civil worked closely with Kāinga Ora, Tasman District Council and Downer to refine the project before construction commenced. Existing drawings were reviewed, connection details updated and the final horizontal and vertical alignment agreed collaboratively on site, ensuring the completed asset fully complied with council standards while achieving the best practical outcome for the client.
Throughout construction, the team maintained a proactive approach to problem solving. Existing underground services within private properties were identified using on-site investigations where no reliable as-built information existed, while discussions with residents helped build understanding and reduce concerns around work taking place within their property boundaries. Design refinements made during construction also avoided unnecessary reinstatement works, reducing costs for Kāinga Ora while minimising disruption for residents.
Quality, safety and environmental performance remained central throughout delivery. Comprehensive testing, chlorination, commissioning and quality assurance ensured the upgraded network was successfully integrated into the Tasman District Council water supply, while the project programme was continually reviewed and adapted as conditions evolved.

The completed upgrade now provides Kāinga Ora homes with a reliable connection to the Tasman District Council water network while strengthening the surrounding public infrastructure for the wider community.
